SOMERVILLE, N.J. (Aug. 20, 4:20 p.m. EDT) -- Colorite Specialty Resins of Somerville, N.J., has agreed to measures at its Burlington Township plant to reduce emissions of vinyl chloride by about 11,000 pounds per year, federal and state officials said in an Aug. 19 news release.
Under a pending settlement , Colorite will pay a $1.3 million civil penalty to New Jersey and the federal government and the company will undertake emission control projects valued at more than $1 million at the facility, which manufactures dispersion, blending and specialty suspension PVC resins.
Colorite, a division of Somerville, N.J.-based Tekni-Plex Inc., has agreed to lower limits on residual vinyl chloride in both types of resins it produces, to test for residues in every batch of resin and to test for emissions during every reactor opening. It also will install new compressors and conduct an analysis to find sources of Clean Air Act violations and institute better hazardous wastewater handling practices.
The settlement requires the company to implement comprehensive leak detection and repair programs. It also requires Colorite to develop a training program and apply it to all employees involved in the facility’s operations. The company will submit to a third-party audit of all operations at the plant, with a follow-up audit two years later.
